Call for data on cosmetic ingredients with potential ED properties

With the EU Commission’s call for data on 10 substances that may have endocrine-disrupting properties, restrictions or ban from use in cosmetics could be imposed on some of the substances.

The Commission requests relevant stakeholders such as cosmetic product manufacturers, substance producers and consumer associations to submit scientific information and data on 10 substances that have been prioritised for closer scrutiny of their potential endocrine disrupting properties.

After receiving the data, the Commision will mandate the EU Scientific Committee on Consumer Safety (SCCS) to evaluate the substances, which could lead to a ban or restriction on use in cosmetic products.

The 10 substances comprise:

  • Butylparaben
  • Methylparaben
  • Ethylhexyl methoxycinnamate (EHMC)/Octylmethoxycinnamate (OMC)/Octinoxate
  • Benzophenone-1 (BP-1)
  • Benzophenone-2 (BP-2)
  • Benzophenone-4 (BP-4)
  • Benzophenone-5 (BP-5)
  • BHA/Butylated Hydroxyanisole/Tert-butylhydroxyanisole
  • Triphenyl phosphate
  • Salicylic acid

Deadlines and how to submit data
The deadline for submitting input is 15 November 2021, except for Butylparaben. As this substance has already been identified as a substance of very high concern (SVHC) due to its endocrine-disrupting effects on humans, the deadline for submitting information is 15 July.
