Advice for technical equivalent applicants of active chlorine alternatives

To help applicants of technical equivalents for alternative sources of active chlorine from hypochlorous acid, ECHA has published a new guidance document.

Active chlorine released from hypochlorous acid has been approved by the EU Commission as a biocidal active substance for product-types 1, 2, 3, 4 and 5. Applicants who want to assess the technical equivalence of an alternative source of this active substance can now submit applications to ECHA through R4BP 3.

What is technical equivalence?
The purpose of a technical equivalence is to determine the similarity with regards to the chemical composition and hazard profile of a substance produced from a source different to the reference source. Technical equivalence is also used if there is a change to the manufacturing process and/or manufacturing location compared to the substance of the reference source for which the initial risk assessment was carried out. Assessment of the technical equivalence is carried out by ECHA.
