New CLP hazard classes for substances and mixtures

In April new hazard classes came into effect for classifying and labelling substances and mixtures under the CLP Regulation. This includes introduction of the abbreviation PMT, which is a new substance definition.

The new hazard classes concern substances that are: 

  • Persistent, bioaccumulative and toxic (PBT) or very persistent and very bioaccumulative (vPvB). A mixture is classified as PBT or vPvB when at least one component in the mixture has been classified as PBT or vPvB, and its concentration is ≥ 0,1%.
  • Persistent, mobile and toxic (PMT) or very persistent and very mobile (vPvM). A mixture is classified as PMT or vPvM when at least one component in the mixture has been classified as PMT or vPvM, and its concentration is ≥ 0,1%.

In addition, there is a new hazard class for endocrine disruptors (ED) for human health or the environment.

Transitional periods
There are transitional periods during which it is voluntary to label and classify substances or mixtures according to the new hazard classes. The requirements will be mandatory for manufacturers, importers, downstream users and distributors as of:

  • Substances
    New substances on the market: 1 May 2025
    Substances on the market before this date will not have to be classified and labelled until 1 November 2026.
  • Mixtures
    New mixtures on the market: 1 May 2026
    Mixtures on the market before this date will not have to be classified and labelled until 1 November 2028.
