Notification of import by UK-based importers and ORs

If you have not yet notified UK authorities about your intention to continue to export EU REACH registered substances to Great Britain there is still time to do so. But you should act now.

For continued export to Great Britain (i.e. England, Scotland and Wales) after 1 January 2021, you have to notify UK authorities about your wish to export EU REACH registered substances by submitting a Downstream User Import Notification (DUIN).

This is relevant for UK-based importers and for EU and non-EU manufacturers, formulators and article producers who have appointed a UK-based Only Representative (OR).

Still time to notify
The deadline for submission of the DUIN to the Health and Safety Executive (HSE) authorities was 27 October 2021. If you have not submitted a DUIN yet but wish to continue your substance export to the UK, HSE informs that you can still submit a notification. This should, however, be done as soon as possible.

Without a notification you must either submit a new registration via dossier submission or your export must be discontinued.

The DUIN is not a pre-registration. To be able to register jointly with other registrants of the same substance, an inquiry dossier must be submitted to HSE before the registration. The registration deadline depends on tonnage band and hazard profile.
