Update of transport regulations

New or amended regulations for transport of dangerous good by road and rail came into force on 1 January 2021.

An amended revision of the Agreement concerning the International Carriage of Dangerous Goods by Road (ADR) came into force on 1 January 2021 with a transitional period until 30 June 2021. Download the revised text on the UN’s website.

Likewise, the Convention concerning International Carriage by Rail (RID) became effective on 1 January 2021 with a transitional period until 30 June 2021. The revised text is available for download on OTIF’s website.

Brief overview of changes
As more and more countries outside Europe join the ADR, the official title is changed to Agreement Concerning the International Carriage of Dangerous Goods by Road (ADR).

In the revision of ADR and RID, no major changes have been made but the following can be mentioned:

  • Provisions for the carriage of dry ice (UN1845) in section 5.5.3 and for dangerous goods contained in equipment in use or intended for use during carriage in section 5.5.4.
  • New UN numbers:

                    0511 DETONATORS, ELECTRONIC programmable for blasting 1.1B
                    0512 DETONATORS, ELECTRONIC programmable for blasting 1.4B
                    0513 DETONATORS, ELECTRONIC programmable for blasting 1.4S
                    3549 MEDICAL WASTE, CATEGORY A, AFFECTING HUMANS, solid, or 
                    MEDICAL WASTE, CATEGORY A, AFFECTING ANIMALS only, solid

  • UN 1010 has been amended to:BUTADIENES, STABILIZED or BUTADIENES AND HYDROCARBON MIXTURE, STABILIZED, containing more than 40% butadienes.
  • Several generic and n.o.s. proper shipping names have been assigned to special provision 274, which means that they shall be supplemented with the technical name of the goods in brackets immediately following the proper shipping name. For UN 3077 and UN 3082 only, the technical name may be another proper shipping name such as PAINT; however, then name must not include n.o.s. or be assigned special provision 274.
  • A new Packing Instruction P622 has been introduced applicable to waste of UN 3549 carried for disposal.
